Jochem notes this photo was taken by a German soldier in 1943 and is described as crossing between Finland and Norway. This appears to be the Skoltefoss bridge near Elvenes, Norway. The border at this location changed during WWII (see the Skoltefoss inventory record for more details regarding the Finland, Norway, and Russia borders here).
The Skoltefoss bridge is known to have been destroyed in December 1939 just a few months after it opened. This photo appears to be a later reconstruction. Certainly the deck trusswork seen here is different than several images of the 1939 bridge.
